Abstract

The article analyzes the main provisions of regulatory acts governing the features of the implementation of waste management activities of I and II hazard classes. It is emphasized that the creation and future formation of waste industry for the treatment, recycling and disposal is an urgent task for the development of the domestic economy at the present stage in the Russian Federation. The relevance of the implementation of state policy aimed at identifying, accounting and recording the real volumes of waste of I and II hazard classes is substantiated. In order to address the issues of environmentally safe waste management, it is planned to develop a comprehensive program to ensure the safe management of waste of I-II hazard classes, as well as to place and construct facilities that use the best available technologies for processing, neutralization and disposal of extremely hazardous and highly hazardous waste, providing for state support for the implementation of these measures. The main goal of state support will be the creation and development in Russia of a system of environmentally safe management of extremely hazardous and highly hazardous waste, which will make it possible to achieve the minimization of disposal of such waste while increasing the share of their utilization and neutralization to the level of leading countries in the world.
