Abstract

Meeting the country large-scale social, economic and technological challenges requires a radical improvement in the quality of state governance. The article defines the concept of "quality of state governance" and shows that a fundamental reason for the poor quality of state governance is the current criterion for the success of management is effectiveness, not the quality of governance. The paper attempts to identify the main factors of the quality of state governance in the Russian Federation. The first block of factors is managerial ones. It was shown that it is the dysfunction of the main management functions (planning, motivation and control) that largely determines the poor quality of state governance in the Russian Federation. To improve the quality of state governance, it is necessary to involve the goal-setting function in the practice of state governance, as well as to develop effective legal mechanisms. The influence of transplanted institutions and methodological approaches is not reflected in the article.
