PRINCIPLES OF MANAGING THE TECHNOLOGICAL INDEPENDENCE OF THE RUSSIAN ECONOMY

Abstract

The article proposes general scientific and special principles for managing the technological independence of the Russian economy, analyzes the conceptual apparatus used by various authors to reveal the relationships that characterize the independence of the national economy from imports of foreign technologies, raw materials, supplies and equipment. The purpose of the study is to analyze the existing approaches to the definition of concepts that characterize the independence of the national economy from foreign technologies in order to form scientific and methodological tools for assessing the level of technological independence. The methodological basis is the traditional methods of scientific analysis: technical, economic and logical analysis, systematization and ranking. The author's definition of the term "technological independence" is proposed, the structural components of technological independence are determined, the factors that determine the management of the technological independence of the Russian economy, the author's system of principles for managing technological independence is developed. In contrast to the interpretations available in the scientific literature, the author's definition highlights the main factors that ensure the necessary level of technological independence of the state and are interdependent: the total scientific and technical potential, which expresses the ability of the sectors of the national economy to produce the necessary goods; the efficiency of using the economic potential, which determines the degree of development of the national economy and ensures sustainable economic growth, as well as the potential institutional environment as a factor in the effectiveness of the technological independence system, the principles of managing the technological independence of the Russian economy.
