NORMATIVE FRAMEWORK COMPONENT OF THE UNIVERSITY E-LEARNING ENVIRONMENT

Abstract

The article considers the normative framework component of the university e-learning environment model and its role in regulating the strategy for introducing e-learning technologies into the educational activity of the university. It is noted that the complex structure of the university e-learning environment, in which the administrative, normative, educational, technological, physical space and information components are singled out, makes special demands for the availability of a local regulatory framework for e-learning developed at the university. It is the local regulatory framework, though based on existing federal and regional legislation for e-learning, that determines the specific activities of the institution in the formation of its e-learning environment, with the focus on university reality, possibilities, expectations, goals and objectives regarding e-learning. Based on the undertaken analysis, the article provides an approximate list of the main types of the university level regulatory documents on the development of e-learning and the university e-learning environment in the area of administrative, educational, technological, physical space and information components. In conclusion, it is emphasized that once developed regulatory framework for e-learning at the university will require constant perfection due to rapid technological progress, improvement of legislation on e-learning and education in general, adjustments to the regulatory requirements of the Ministry of Education and Science of the Russian Federation and relevant departments.
