ANALYSIS OF THE MAIN RESULTS OF USING THE METHODOLOGY FOR ASSESSING THE EFFECTIVENESS OF FUNCTIONING AND REFORM OF THE PENSION SYSTEM OF THE RUSSIAN FEDERATION ON THE BASIS OF THE SCORE-COEFFICIENT MODEL
Abstract
The article attempts to assess the effectiveness of the pension system of the Russian Federation at the present time and the efficiency of its reform at different stages. The article presents the results of testing the Method of assessing the effectiveness of functioning and reform of the pension system of the Russian Federation using the indicators of the pension system and the Pension Fund of Russia, as well as regional indicators of the Pension Fund of Russia in the Udmurt Republic. The results of the evaluation and analysis are presented for the period 2012-2017. The article recommends evaluating the effectiveness with the use of financial indicators, which form the basis of the score-coefficient model for assessing the effectiveness of the pension system of the Russian Federation. The system of coefficient indicators is proposed to be divided into three groups: indicators of pension insurance and state pension provision, indicators of cumulative insurance, indicators of budget provision of the Pension Fund. Coefficients were chosen that are as informative as possible and are largely able to illustrate the effectiveness and efficiency of pension changes and reforms. This methodology is proposed to be used to assess the effectiveness of the results of pension reforms both in the whole territory of the Russian Federation and in certain regions.
