Abstract

This article explores the role of the Constitution, which not only recognizes and strengthens the local government, but also establishes the constitutional principle - the rate of independence of local government within its competence, separating it from the public authorities that do not have the right to exercise the functions of municipal management. In the modern literature on local government, a common methodological error occurs in the implementation of building a civil society, since the formation of a democratic constitutional state is taken as a basis, and then the civil society. This radically changes the course of formation and development of civil society in the sense of justice of citizens of Russia. Constitutional and legal guarantees of local self-government, providing financial and other autonomy and independence from the state apparatus and its bureaucracy allow this important political institution to accelerate the formation and development of civil society in Russia.
