THE HARMONIZATION OF INTERNATIONAL AND NATIONAL REQUIREMENTS IN THE SPHERE OF TECHNICAL REGULATION OF PRODUCTS FROM TITANIUM ALLOYS IN TERMS OF LOGISTICS INTEGRATION

Abstract

The paper discusses issues of logistic integration with the participation of the Russian Federation in the Eurasian Economic Union in the sector of metallurgical industry for the production of titanium products. The authors disclose the development trend of the titanium industry, including in the aircraft industry, and consider the factors hindering the development of titanium industry in Russia. The basic principles of the WTO Agreement on technical barriers to trade are listed, including non-discrimination, transparency, elimination of unnecessary obstacles to trade, harmonization and mutual recognition of conformity assessment results. The paper contains a review of national and international documents that regulate the production of titanium products. Based on the comparative characteristics of national and international standards, it is concluded that the requirements of the Russian legislation on the chemical composition of titanium products are more stringent. Recommendations on the harmonization of the requirements of international and national legislation in the sphere of technical regulation of products from titanium alloys have been offered. A technique for identifying products made of titanium alloys under export control has been developed, which includes such topics as terms and definitions, a list of normative and technical documentation and specialized literature, general provisions, including the definition of objectives, criteria, subject and object of identification examination, conditions and stages of identification.
