Abstract

The article analyzes the legal problems of state environmental oversight, industrial and public supervision in the oil and gas sector of the Russian Federation. This issue seems to be relevant, since the enterprises of the oil and gas complex are one of the main sources of negative impact on the environment and its individual components. Violation of the requirements for the rational use and protection of mineral resources and the requirements for the safe conduct of mining has a pronounced negative impact on environmental components, leading to their gradual depletion. The study of the current Russian legislation in the sphere of subsoil use has shown that the legal norms relating to the implementation of state geological and mining oversight, industrial and public supervision are dispersed across numerous regulatory acts, while there is no legal definition of these terms. The author offered relevant recommendations, in particular, concerning the clarification of terminological features of such concepts as “state geological oversight” and “state mining oversight”. Despite the fact that subsoil use in the Russian Federation is carried out by large oil and gas enterprises with significant financial resources and technical capabilities, violations of environmental legislation are inevitable. In this regard, the author analyzed possible ways to improve the system of state oversight, industrial and public supervision over environmental safety in the oil and gas complex.
