ORGANIZATION OF THE ZEMSTVO POST SYSTEM IN THE NORTH-EAST OF THE VYATKA PROVINCE (BASED ON SLOBODSKOY DISTRICT DATA)

Abstract

The article is based on archive data and devoted to the issues of zemstvo post system organization in the Slobodskoy district, the largest and the most underpopulated district in the Vyatka province. The author analyzes the level of social and economic development and the condition of transportation lines in the district at the point of zemstvo establishment. In addition, the article deals with changes in the routes of the Slobodskoy zemstvo post during its institutionalisation (1868-1870), Slobodskoy authorities’ measures to improve rural post, the involvement of volost governments in postal service development and improvement of the postal system in respect of peasants. In close relation to the issues of the legal control of zemstvo post affairs the author considers Slobodskoy and Glazovskiy zemstvos organization processes related to long-distance rural post and short run of the governorate zemstvo post, one of the routes of which ran through the Slobodskoy district.
